Yes, it used to be a nice website of Wasteels agency - http://www.wasteels.ro. In the section “Bilete pe itinerarii” they used to have TCV calculator, but nowadays it is a bit old and not updated. But I guess it wouldn't be a problem for you to visit Wasteels Agency in person. As far as we remember, there is one at Bucuresti Nord station.
Theoretically, TCV (or as it called nowadays SCIC NRT) tariff tables should be in every international ticket desk, so potentially you can buy those tickets there (depending on how full those tables). But sometimes international ticket cashiers aren't skillful enough/willing, so theoretical possibility not always means practical application. That is why Wasteels, as more specialized agents, might works better.

We finally walked to the train station and purchased two tickets.  The price was 196 PLN which I think they said was E69.
It's great price for such connection. And judging from the fare (196 PLN = 49 euro) it is obviously discounted Spar ticket, so you were fortunate enough that some of those still left for the day you wanted ;)

There is also an obligatory 9 CHF seat reservation for Bernina Express Chur - Tirano - Chur (it's not clear to me, is it for one-way, or for return trip?).
One way, and you can chose your seat right away when purchasing seat reservation online.

Yes, you can. That is exactly the point - sometimes TCV (or as they called these day SCIC-NRT tickets) bought abroad are cheaper than domestic or international tickets on certain connections. The only thing is that you can't purchase such ticket in Switzerland or Italy, but need to bring it with you from Czech Republic, Slovakia or even Hungary and Serbia (if cashiers skillful enough and have full TCV tariff books)

I am trying to book tickets for my family to travel from Salzburg to venice. The ÖBB online booking site allows me to choose the 15-16yr option for my son but not the 14yr option for my daughter.
Actually it allows to choose any age, here is the screen from OEBB online ticketing page:
If I have read the information on the site correctly it seems that 14year olds travel free to italy.  Is this correct? Do I need to book her a ticket and if so how do I go about doing this?
There are three things to say here: 1) Family offer works only if accompanying adult purchases full standard fare (rather expensive) + you need to remember that it is one adult=one child; 2) "The Family Special offer can be bought at the Trenitalia ticket desks and authorised travel agencies." (no internet purchase as you see) - quote from TrenItalia website (http://www.trenitalia.com/cms/v/index.jsp?vgnextoid=bbb425ef095ba110VgnVCM1000003f16f90aRCRD), probably the same applies for OEBB, and that is the reason why you can't purchase it online; 3) it is not free travel, you need to pay 7 euro per child

In the light of all these it might just make sense simply to purchase SparSchiene tickets Salzburg-Venice for everybody*. Tickets start from 29 euro and can be bought online.

*Example: standard adult ticket Salzburg-Venice for the overnight train cost 49 euro + 7 euro for the child with Family offer=56 euro, while two Spar tickets cost 29+29 euro=58 euro. So the choice is yours from here ;)

How much is discount for Serbia - Russia tickets, or more correctly Belgrade - Moscow via MAV and UZ?
Since every participating railway sets there own discount, but not everybody publishes there tariff tables, thus it's a bit difficult to find out exact percentage on every railway. In the case of RZD-ZS via UZ, MAV we have access only to percentage of UZ and MAV give, couldn't find anything about precise percentage for RZD or ZS.
But the good thing is that RZD published both fares - individual and group. For Moscow-Belgrade they have 113.9 euro for individual and 95.2 euro for group passengers (both are 2nd class and already including seat reservation, which can be easily deducted). As you can already guess, from here you can get a general idea of what to expect.
And also, is it possible to use 25% RailPlus discount for ticket Belgrade - Moscow?
As far as we know, only UZ (along with LG and LDZ) participates in RailPlus from "East-West" tariff countries, so no RailPlus discount for connections till RZD.

Yes, like a month ago RZD substituted Moscow-Zilina route with Moscow-Bratislava via Zilina*, so now there is direct carriage from Moscow to Bratislava via Chop. We just kept forgetting to update our "Russia" page.

*on the contrary RZD 'killed' Moscow-Budapest carriage via Brest-Bohumin-Bratislava

It will be definitely cheaper to travel via Ukraine + the route is much more straight.
Best way is to go via Chernivtsi, from there you can easily catch multiple trains to Lviv or even one till Kovel. But the only problem is Suceava-Chernivtsi connection, after the flood train #59/60 is not running anymore, so the only choice there buses. But as far we heard bus connection is problematic there as well. Officially there is only one bus per day - early morning from Chernivtsi and in the afternoon from Suceava (cost around 4-5 euro). And there were rumors about some half-official minibuses, but it's better to search/ask for those already in Suceava.
Train №668 Chernivtsi-Kovel leaves at 15:21, arrives to Kovel at 5:20am, "kupe" - 90 UAH, "platskartny" - 62 UAH. From Kovel there are multiple buses to Poland (Chelm, Lublin, Warsawa). For fares and timetable for polish trains - http://rozklad-pkp.pl/
If not via Kovel, then you might think of going via Lviv (train #604 20:35-7:41, train #142 22:20-4:00), 'kupe' - 72 UAH, "platskartny" - 52 UAH. From Lviv you can either go directly to Warsaw by bus (daytime and overnight buses, ticket around 210 UAH) or go via Medyka-Przemysl and afterward by train.

Other option is to go from Suceava to Sighetu Marmatiei, cross the border to Ukrainian Solotvino and board overnight train to Lviv (departs Solotvino at 15:33, arrives at 6:40am, 'kupe' - 81 UAH, "platskartny" - 57 UAH) or go by bus to Muckachevo (multiple trains to Lviv from there)

Yes, CityStar return ticket Slovakia-UZ-RZD>1500km cost 134 euro, second passenger pays 50%. But additionally you would need sleeper reservations (compulsory for UZ and RZD). For example, Bratislava-Kiev sleeper cost 24 euro, Kiev-Moscow from 18 euro in UZ carriages to 58 in RZD carriages, Moscow-Vladivostok - 230 euro etc. As you can see, ticket part itself cost less than sleeper.
As result, trip Bratislava-Kiev-Moscow-Vladivostok return for 2 passengers will cost 200 (ticket) + 24*4 (Bratislava-Kiev sleepers) + 18*4 (Kiev-Moscow sleepers)+ 230*4 (Moscow-Vladivostok sleepers)

In theory it is possible to use it. RZD precisely stated possibility to use the train in international connection only, without any exceptions besides excluding Russia-Belarus connection. But in reality all the tickets are issued with a help of "global price" and we haven't seen any other published tariffs besides RZD-FS/SNCF. So at the end the possibility to buy sleeper reservation for the train will fully depend on whether RZD will provide participating railways with full tariff scale (if they even developed it), so SNCF/FS/OEBB etc. can sell anything else besides Nice-Moscow ticket.
But knowing RZD, it might not happen. In similar case with carriage Moscow-Paris (also global price), RZD didn't give tariff for Berlin-Paris, so as result you can't use officially this carriage on travels from Germany to France.

p.s. reading Russian train forums we noticed a lot of doubts about the whole idea of long living of this train. As of now it is listed in the timetables only till 5th of December and recent runs of it carry like 30-40 passengers only (seems far not enough for 8 sleeper carriages and restaurants). Maybe they will save it for the Winter season (skiers going to the Alps etc.), but afterward... nobody knows.

In case you plan to travel like any time soon, then it obviously will be much more difficult to accomplish cheaply. Nevertheless, Vienna-Prague option with Einfach-Raus-Ticket can be done even tomorrow. If not by train, then take a look at rather cheap Student Agency bus - http://www.studentagencybus.com/en/419_419/STUDENT%20AGENCY%20PRAGUE%20-%20WIEN Might check out Eurolines Austria as well - http://www.eurolines.at/de/home/tipps/prag/
In case of the rest of the journey, then probably the best choice is just to buy in Prague one international through ticket Praha-Stuttgart-Brussels-Amsterdam (valid for one month, multiple stopovers are possible). It wouldn't be cheap (should be around 200 euro per person), but at least cheaper than pass fare. And since it is difficult to find any cheaper train option for such close in time trip so you might take a look at buses as well - same Student Agency and Eurolines Germany (http://www.touring.de/index.php?id=2&L=1)

What's the cheapest Vienna-Prague route for a morning train / bus.
Not a big choice here, same 29 euro discounted tickets bought in advance (https://ticket.oebb.at/bin/frame_ticket.pl?ticket=jticket.pl&LANG=EN). Other option is to go with Einfach-Raus-Ticket (group pass for up to 5 passengers, any regional train in Austria for a day) till the Czech border (better to go via Gmund-C.Velenice) and then group ticket from C.Velenice till Prague (530 CZK or 22 euro for all 3), as result you pay 50 euro of 87 euro with direct train. But Einfach-Raus-Ticket option will require more time spent on rails and multiple train changes.
Prague - Stuttgart: DB website sells discounted 29 euro tickets (http://reiseauskunft.bahn.de/bin/query.exe/en?newrequest=yes&protocol=http:&), but you will need to buy those in advance. In case you travel on weekend you can take advantage of DB group weekend ticket (Schönes-Wochenende -Ticket - 37 euro for up to 5 passengers), but same story as with Einfach-Raus-Ticket - you can use it only on slower regional trains + again multiple train changes required.
Stuttgart - Brussels: discounted DB tickets is the best choice for you here, start from 39 euro per person (117 for all 3 of you), but, once again, purchase in advance required since discounted tickets are in limited number.
Brussels - Amsterdam: If you purchase your tickets way in advance you might be able to get some promo fare (http://onlineboeken.nshispeed.nl/microtips/), but since that route is really busy, thus your chances are quite low. As result you might end up paying full fare (37.8 euro per person)

As you can see, smartly bought in advance tickets can save you quite a lot comparing to 305 euro pass  ;)

So,
Budapest-Krakow: simplest and cheapest option is to buy discounted Budapest-Krakow ticket for the overnight connection (from 39 euro for 6 berth couchette or 45 for 3 bed sleeper). But those are sold in limited numbers + you need to buy them at least 3 days in advance. As you can see, this option is only good if you plan to spend some time in Budapest. Standard one way fare is kind of high - 75 euro, and it's only for the seat, so you would need additional 10-14 euro for sleeper supplement.
In case you are ready for some savings, then you can consider couple options: board domestic Budapest-Esztergom train (1100 HUF or around 4 euro), Esztergom is a nice town+ it's located just across the river from Slovak town Sturovo (check google maps). In Slovakia you can get a better deal on tickets, since you can buy two separate ones for two legs of the same journey. One is from Sturovo till Bohumin (last Czech station before Poland) - around 23 euro, other from Bohumin till Krakow (15 euro). Then just board the train and show conductor both tickets. As result you'll pay less than 45 euro instead of 75. If you prefer day time trips, then you might go directly from Slovakia to Poland via Skalite-Swardon, it will be quite cheap, but will take the whole day long.
Fully different option is bus, Eurolines runs quite cheap bus from Budapest to Krakow (http://www.volanbusz.hu/en/, from 3900 HUF), but only twice a week.

Krakow-Wroclav: multiple trains on the route (http://rozklad-pkp.pl/), cheapest are InterRegio (only 39 PLN), TLK trains are 48PLN.

Wroclav-Prague: Though the distance between two aren't that big, but actually it is quite difficult to do the trip by train - at least two changes of train. Standard international fare is around 27 euro, but you can cut it if you buy domestic Polish ticket till the border (town Miedzylesie) + domestic Czech from the border (town Lichkov) to Prague.

Prague-Berlin: easy, multiple trains and good choice of discounted tickets - just buy one some time in advance here - https://www.cd.cz/eshop/ (from 29 euro)

I noticed you calculated 30% discount on East-West tariff, on the whole lenght of journey, but on your website it's stated that there is 30% discount only on RŽD part, and 50% on MA'V and UZ part. So, which one is true of these two?
It is 50% off on MAV and UZ, definitely. But I can't see the problem, earlier calculations are correct - Zahony(gr)-Zernovo(gr) one way full fare is 49.4 euro, but due to 50% discount same sum corresponds to the return fare, that is why we didn't multiply it by anything, same story with MAV part, while on RZD it's not 50% off, so we can't just take one way full fare (33.8 euro). We need to multiply it by 2 since we want return ticket and then adjust it according to the existing discount, thus roughly multiply by 0.7

It will be easier to understand if we will put it fully:  (31.4 euro*2*0.5) + (49.4 euro*2*0.5) + (33.8 euro*2*0.7)

Do you know until when this upper berth discount will be valid?
Last time RZD offered similar promo from January till March (= off-peak season). This time they don't really state the ending date (http://pass.rzd.ru/isvp/public/pass?STRUCTURE_ID=5167), but, as far as we can guess, probably they will abolish it for the winter holidays (New Year and Orthodox Christmas). After that... you never know, maybe RZD will leave it at least till May-Summer.
I heared it's better in terms of accepting cards, but they charge a 6 EUR commission.
Actually it is not the only website, there are multiple website (=agencies) that sell tickets with 200-300 RUB commission.

p.s. judging from luticus ip and need for multiple tickets, it might make sense just to do a short trip till nearest RZD counter (which is only around 500km away)

Please tell me any info about a trip using the Baikal Amur Rail From Taischet to Sovetskaia Govan. Cheep trains.
Well, you don't have a big choice here... There is no direct train from Taishet to Sov,Gavan via BAM, but only direct carriage via Transsib (attached to #2 "Rossiya" train). In order to go by BAM you will need couple changes: in Tynda and Komsomolsk-na-Amyre.
Taishet-Tynda: train #76 (Moscow-Tynda) every second day (+some other on days of the week), "kupe" upper berth from 2257 RUB (lower berth twice as much). From Tynda to Komsomolsk there is everyday train #964, upper "kupe" 1367 RUB (lower - twice as much). Komsomolsk to Sov.Gavan: everyday train #943 Khabarovsk-Sov.Gavan, upper 'kupe' 659 RUB (lower - twice as much). All the fares for mid October, so you be ready for slightly different fares in case you travel during other season (RZD has this special seasonal coefficient, so fare depends on date you travel).

p.s. in case you prefer cheaper 'platskartnyi' carriage - let us know, so we will give you 'platskartnyi' fares.
