Title: TCV tickets in ROMANIA ?

Mainly this scheme works for buying tickets in Eastern Europe (Czech Republic, Slovakia, Slovenia, Hungary, but Austria, Switzerland and Germany can as well sell TCV tickets) in order to use them in Western. Eastern European countries will issue this “tricky” tickets with a help of international TCV tariff (almost “forgotten” in Western Europe)

For buyng TCV tickets you written as Eastern Europe only Czech Republic Slovakia, Slovenia an Hungary. Can buy them in Romania too ?

Yes, it used to be a nice website of Wasteels agency - http://www.wasteels.ro. In the section “Bilete pe itinerarii” they used to have TCV calculator, but nowadays it is a bit old and not updated. But I guess it wouldn't be a problem for you to visit Wasteels Agency in person. As far as we remember, there is one at Bucuresti Nord station.
Theoretically, TCV (or as it called nowadays SCIC NRT) tariff tables should be in every international ticket desk, so potentially you can buy those tickets there (depending on how full those tables). But sometimes international ticket cashiers aren't skillful enough/willing, so theoretical possibility not always means practical application. That is why Wasteels, as more specialized agents, might works better.
