advice me how can buy a cheaper train tickets/kupe/from Irkutsk to Moscow in July 2013
Unfortunately it's a bit difficult to travel cheaply in July, since it is more or less high-season, so RZD not very interested in attracting passengers by offers (like 50% off on upper berth or for in advance >30 days purchase), so you won't be able to save a lot on traveling by train from Irkutsk to Moscow in the middle of summer. Though you still can find a way to pay less. Easiest option is to chose cheaper non-branded trains, e.g. instead of "Rossiya" #1 train you can take much cheaper belarussian train #63, you pay almost twice as cheap for the later one. If we take mid January for fancy "Rossiya" you pay roughly 16 000 RUB, while for #63 only 8000.
For fancy branded trains best way to save is using international ticket. During summer even East-West can be cheaper than regular Russian fare, while MPT is almost always cheaper (even during other seasons), though using international ticket is bit more tricky. Also, at least in regard to East-West tariff & reservations, it's not yet clear what will happened (meaning switch to Global Prices -

And inform me about the price
There is a seasonal coefficient scale used by RZD, as result though it's not possible yet to see fares (or buy) tickets for July, nevertheless potential passengers can at least get some approximate idea about costs. For the first half of July 2013 coefficient is 1.15 (meaning tickets cost +15% from the base fare), for the second half it is 1.2 (+20%). So you simply take base price (for instance such applied for the whole month of January) and add seasonal raise. If for January "Rossiya" is 16000 RUB for 'kupe' (2/4), then in July it will be +15/20%, #43 train is 10200 RUB in January, then in July it will be 11700-12200 RUB etc.
