If i purchase a Railplus card in Greece,will be valid in the rest European countries and how much fare reduction i can have?

Yes, it will be valid in almost all European countries. Card entitles the holder to 25 percent off the purchase price of international tickets.
But some railways however only allow discounts for certain categories of passenger. In France, Norway, Spain and Sweden RailPlus discount can be used only by young people (<26) and elderly(>60), in Ireland only by elderly(>60)
